Yes, it is still an issue. Just go to https://tools.wmflabs.org/wlm-maps, pick up any object in Russia or Ukraine, and click on the monument ID.

I've investigated this a bit more. Firstly the source field is getting truncated (this is T112460). Since the page name is url.encoded before truncation the end result can give some pretty weird results, including looking like different encoding.

So the solution is either fixing T112460 (I'll give the quick solution to that a try) or to store a non-url encoded ur instead.
