Description

Blocked users (almost always) can still edit their talk page, and indeed, this is a critical part of the feedback loop for them to discuss, learn and get unblocked.

Tried testing this, not sure if this is still the case.

I can edit talk page via MF even when blocked. Also, I noticed that there is a separate block criterion for blocking users from editing their talk pages.

@Jdforrester-WMF correct me if I'm wrong to say that this seems to have been resolved.
