mwdumper.jar should launch GUI on double-click

Description

The mwdumper JAR file should bundle the GUI and launch it instead of the CLI
when launched in a GUI environment, such as double-clicking it from a file manager.

I'm not sure how clean this is to determine; ideally I'd check
System.in.isATTY() or something, but that doesn't seem to exist in Java. ;)

Possibly changing the behavior when no parameters are given (from straight
XML-to-XML filter to launching GUI) would be appropriate.

mwdumper is no more able to process dump generated since MediaWiki 1.31 (released in June 2018). The tool started in 2005 and is no more maintained, it is thus being archived, see T351228 for reference.
