Don't hard-code the status of a branch into the i18n strings

Description

Instead of WikimediaMessages having "extdist-branch-REL1_27" as "1.27 (next stable candidate)", instead have the labels of releases just be "1.27" etc., and have "extdist-branch-stable" as "$1 (latest stable MediaWiki)" and "extdist-branch-next" as "$1 (next stable candidate)" with whichever one is that status being picked up from config and passed through. This would avoid translator churn.
