Enable reviewer user right in FlaggedRevs on gu.wikipedia

Description

We want to enable reviewer user right on gu.wikipedia.
Please install or enable Enable flagged rev with whole reveiwer system as
following

*flagged protection too
*FlaggedRevs custom configuration

1 parameter with 3 levels (unapproved/sighted/reviewed)
Display latest reviewed version
Flag all spaces
Reviewers may set all levels
and give following rights to reveiwer
*Edit semi-protected pages (autoconfirmed)
*Have one's own edits automatically marked as "checked" (autoreview)
*Mark revisions as being "checked" (review)
*Mark revisions as being "quality" (validate)
*View recent changes patrol marks (patrolmarks)
*View the list of unreviewed pages (unreviewedpages)
*Mark others' edits as patrolled (patrol)

@YmKavishwar @BhatakatiAatma What concrete spam/vandalism/etc. issue do you try to address? What do wish to achieve with Flagged Revisions?

The community seems to privilegiate other ways to address issues first, and only use Flagged Revisions if all the rest fails.

@Dereckson there is no major issue related about vandal.

Flagged revisions is a last line of defense when no other way to handle vandalism is possible.

It restricts anonymous edition, and creates a lot of maintenance on the community.

I would suggest we close this task as declined, and, if some issues occur on gu.wikipedia, we try to find solution at this moment.

@Dereckson: I agree, I'm sysop on gu.wiki and have never had to worry about tackling vandalism. No need to create need of unnecessary maintenance on our small community.
