Improve operational documentation for the mobileapps service

Description

The info from T118965 should probably be migrated to wikitech. Should also have info on the consequences of turning off the mobileapps service (what functionality is going to be missing, how the app will behave, etc). Should document the app behavior when the restbase request fails as well (fallback, how many times it retries, etc)

as opposed to "User:MHolloway (WMF)" on Mediawki.

i filled out the forgot password form, it should have mailed you a password

once you login using that it should let you create pages.

Guess it was indeed a case of user error. After the reset I can now create pages on Wikitech. Thanks @Dzahn!

Moved the draft to https://wikitech.wikimedia.org/wiki/Mobileapps_service_notes_for_ops, since all wiki pages are always drafts. Calling this complete.
