According to the English OTRS mailing list, related to the re-import of chinese templates as part of the upgrade.
The cause of these would probably be me. Due to an issue with the new database tables (latin1 instead of utf8) where notifications were stored, Chinese notifications had become corrupted. Took me a while to figure out and a couple of reimporting of the entire notifications database. Plus updating/deleting/recreating the new ticket notification a few times. I apologize for the noise this caused. I honestly did not expect OTRS would be sending notifications for notifications I have been modifying.
On the plus side, the Chinese corrupted notifications have been fixed.
