Wrong Module talk namespace on Urdu Wiki

Description

Module talk namespace is wrong on urdu wiki, thats why All module talk pages are not accessible, see this one.

Current and wrong namespace is as follows:
تبادلۂ خیال:تبادلۂ خیال ماڈیول (trans: "talk:Module talk")

And required and correct namespace would be:
تبادلۂ خیال ماڈیول

First, we need to fix the translation of the namespace, which is handled by the Scribunto extension.

This is strange, 5d7a06a2 puts a namespace different than تبادلۂ خیال:تبادلۂ خیال ماڈیول, and more similar to the want you wish: تبادلہ خیال ماڈیول.

Not sure it's a configuration change. It seems a i18n glitch on how MediaWiki parses the namespace name.

"تبادلۂ خیال:تبادلۂ خیال ماڈیول:" literally is "Talk:Module talk:". This is a symptom of the problem, not the cause of it.

The change in https://gerrit.wikimedia.org/r/#/c/270462/ replaces the sequence U+06C1 U+0654 ("ARABIC LETTER HEH GOAL" and "ARABIC HAMZA ABOVE") with U+06C2 ("ARABIC LETTER HEH GOAL WITH HAMZA ABOVE"). This should be the correct thing to do, since the latter is the correct NFC representation and MediaWiki is going to tend to convert it that way.
