Currently it links to the login page. Why force users to click a second time? Include the login form on the same "Not logged in" page.

Seems like an even better idea to me.

Resolving this as WONTFIX for the same reason as bug 15320: this is againt making the login form available (only) from a secure location.

Can this be looked at again now that we've been HTTPS only for some time?

Not really. This feature could be only available on wiki sites that are HTTPS-only for logged in usage, which is an increasingly large percentage of the web.

Ah, sure - I wasn't conversant with whether that was a MediaWiki built-in option that this would have to interface with somehow, or a WMF-local server setting of some sort.

Either way, it turns out that this bug is in the process of being fixed - I'm going to mark this as a duplicate of bug 15484 (even though this one was filed a year earlier) as there's patch action happening over there.
