Create 'autopatrolled' group on kowiki.

group name: autopatrolled
right: autopatrol
add/remove: sysops

Allow autoconfirmed group and confirmed group users to 'patrol'

@ChongDae The discussion seems to have last 3 weeks, and announced, but less than ten persons seem to have participated. On a wiki like ko. this seems a low level of participation.

@Dereckson Per kowiki Guildline, If enough known in the community, silence means consent. (공동체에 충분히 알려졌다면 침묵은 동의를 의미합니다. [[위키백과:총의]] = Wikipedia:Consensus) Nobody disagree with setting patrol and three week is enough to notify users about this. Therefore, per kowiki guildline, setting patrol is possible.

I'd recall this comment again. More Community-consensus-needed imo.

@devunt Could you clarify the rules applicable on ko.wikipedia and if this seems a consensus or not?

Till somebody will explain to me why kowiki wants a higher right (patrol) to be assigned to autoconfirmed group and autopatrol to extra group I won't setup the patrol part.
