Per local discussion, we want to create a new usergroup called "Mass message sender" ( 大量讯息发送者in Chinese ).
User in this group can " Send a message to multiple users at once (massmessage) " , remove themselves from this groups. Sysop can add and revoke this usergroup.

The English Wikimedia has such a group, with 42 persons inside. The right is a technical facility for actions easily doable even without being logged in, as pointed on meta.
During the discussion,the risks of spam, harassement have been pointed out and correctly asserted. The decision so seems an informed one. The revoke self and grant/revoke by sysops is aligned with the notes about the feature on meta.
We can proceed.
