Instead of phpcs --standard=vendor/mediawiki/mediawiki-codesniffer/MediaWiki --extensions=php,php5,inc --ignore=vendor -p . in the composer.json, that should be in the phpcs.xml file. See https://github.com/wikimedia/mediawiki-tools-codesniffer#how-to-install
