Goal:

1. Start with <ref>{{cite web|url=http://www.example.com|title=Whatever}}</ref>
2. Turn it into <ref>{{cite web|url=http://www.example.com|title=Whatever}}{{paywall}}</ref>

Doing this used to be a little obscure, but now it appears to be impossible.
