[Regression] Users can no longer edit reference features of citations to e.g. change their group or add {{openaccess}} or {{deadlink}}

Description

Consider editing in VE mode and single-clicking on a citation to activate. In a past version of VE, I would be able to subsequently click on the "Cite" top menu item and select "Basic form" from the "manual" submenu and the result would be the creation of a citation where the former citation was present in the basic form as a template embedding. This was the method by which I would formerly be able to, for instance, add {{template|deadlink}} to a citation or {{template|openaccess}} or perhaps add a citation to a different domain, such as Note. Now, however, when clicking on the "Basic form" from the "manual" submenu, it presents a blank input field and effectively does not merge the old citation with the new, or another way of viewing this is that if fails to interpret the action as an encapsulation request. This is an important feature of VE to recover. Thanks for your attention.

This was removed for user consistency, but the loss of functionality needs to be addressed, I agree.

An editor has suggested a check box for adding the {{dead link}} template.

This might be handy but probably doesn't scale well, given the number of relatively common templates that someone might want to add.
