There is no text "Delete action and target" in the default mediawiki installation. This is the naming on en.wp since a edit in 2009 ( https://en.wikipedia.org/w/index.php?title=MediaWiki:Revdelete-hide-name&oldid=286804828 )
For default mediawiki installation the wording was changed from "Hide action and target" to "Hide target and parameters" in 2014 - https://gerrit.wikimedia.org/r/c/mediawiki/core/+/178527 / https://translatewiki.net/w/i.php?title=MediaWiki:Revdelete-hide-name/en&diff=5898014&oldid=prev
It seems the en.wp wording was not changed after that to match the new default text.
So this task "as is" is invalid, because the function already exists. It is possible to just hide the title from Special:Log/delete while the action is still visible. It is not possible to hide the action as a single attribute of a log.
