[Task] Move create article button(s) to the bottom of the page

Description

As discussed to see if it changes in number of clicks, we should move the button below the boxes of information on the ArticlePlaceholder generated page.

What are the details of the discussion?
I don't think moving the button to the bottom is a good idea.

Couldn't we bind the create dialog to the 'edit' tab instead?

As the description says, we would like to track the usage of the button before and after it moved to the bottom, and see if it is used more often or not. Please let us not reiterate the discussion but do the change, so we can start collecting data.

If it is about getting more clicks we should use the flags primary and progressive.
I highly doubt moving the button to the bottom will increase click rate.

The decision was made to test how the numbers change when the button is at the bottom. This task is about making this change, not about questioning it.
