Just curious, what is this translator list? Is it connected to more generic translator lists? I am asking to understand how this could relate to i.e. the Collaboration team newsletter, Tech News...

Not really, it's VE only.
I think I now updated https://meta.wikimedia.org/wiki/VisualEditor/Newsletter/Wikis_with_VE with the missing wikis (targets were taken from https://meta.wikimedia.org/wiki/VisualEditor/Newsletter/Phase_6_wikis and if anybody wants to crosscheck the full list of wikis is at https://www.mediawiki.org/wiki/VisualEditor/Rollouts#Wikipedias ).
