As a user, I want the ability to turn off images within the hovercards feature, as I find the images distracting.

Description
Allow users to be able to turn images on and off for hovercards

Acceptance Criteria
For logged-out users: allow users to turn hovercards images on/off using the settings cog modal
For logged-in users: allow users to turn hovercards images on/off using the user preferences page
