Description:
After uploading image files will be found in image directory, thats ok, but generatet images by wiki software in the thumbs directory are not readable in the browser for all users. All rights were set to 640. I can only change it over ftp-client, but this can't be the right way. What can I do or is it a bug?

This looks like a local misconfiguration

Agree that this seems to be a local issue, rather than a MW issue. I can't find any code that sets the mode to 0640 (although FSRepo seems to chmod() a few things to 0644).
