View the page when hovering over a reference URL

Part of T148163.

Whenever the primary sources tool suggests a reference URL to an external Web page, this should be opened without forcing the user to browse away from the Item page.

One solution would be to open/preview the target Web page when the mouse hovers over the reference URL.

Here you can find the PR that should implement this feature: referencePreview PR.

We decided to add a button instead of doing it on mouse hover to avoid unexpected behaviours for the user.
