In T161094: Set up non-puppet TTS server on wmflabs we documented the (non-puppet) flow for getting the TTS server up and running on wmflabs. It would be good to maintain this as a living document on a subpage to Extension:Wikispeech on mediawiki.org instead.

Note that there is a comment in the end about Arabic which has not yet been merged into the description. When done add a link to the subpage from the top of the description in [T161094].
