Specific message sent to Education mailing list is rejected

Description

We have a subscriber to out list serve education@lists.wikimedia.org who is trying to send out an important message. It keeps getting rejected by something called the "filter match rule." We've tried adjusting the settings on the admin dashboard, and I've even tried sending the email through my own admin account, but no matter what it is rejected. I asked tech support for help and they referred me to operations. I hope you can help us solve this issue.

Message rejected by filter rule match

My 8th blog post—"Wikipedia's Ways of Knowing (Part 1)"—is now up: http://bit.ly/2p20MkJ . This first part is less about Wikipedia itself than about some theories of knowing and learning, termed “arborescent” and “rhizomatic.” I discuss how these ways are converging, with some non-Wikipedia examples. @NSaad: I assume that is email that was rejected.
I can imagine that the email is rejected due to using an URL obfuscator (bit.ly - it's also a popular AbuseFilter on several wikis to not allow obfuscators).
As you are listed as a mailing list admin, you could investigate by checking the listed filter rules at https://lists.wikimedia.org/mailman/admin/education/privacy/spam
