We should add a primary link to the notifications which point to a page for best practices and security for passwords. https://meta.wikimedia.org/wiki/Make_sure_you_have_a_password seems like a good page for this.

I'm not sure what Help namespace pages are for generally. @kaldari you got any thoughts on this?

@DannyH: Understood. Since this is also going to be the page linked to by 3rd party wiki login notifications, we should probably host it on MediaWiki.org rather than Meta.
