We made a minor change to the access requirements to include the requirements that will be active for the Library Bundle, so they now apply to normal signups too. This isn't a huge deal since they're in line with best practices for coordinators anyway.

https://wikipedialibrary.wmflabs.org/about/ needs updating to include the following two bullet points:

• You have made at least 10 edits to Wikimedia projects in the last month
• You are not currently blocked from editing Wikipedia
