Terms of use checkbox alignment issue

Description

On the application page, if a partner requires you to agree to their ToU, the checkbox is off to the right of the screen, requiring you to scroll.

Please give me an example partner to test with. I just tried a few, but none of them had terms. I know I could go figure it out, but this will save me time.

I couldn't find any at first glance so I set AAAS to require it on staging (https://twlight-staging.wmflabs.org/applications/apply/24/).

Fix pushed to staging and live site. May require a browser refresh to see.
