When viewing an application for a user who doesn't meet the requirements, the following message is shown:

In particular, editors who meet the criteria, but whose activity is spread across multiple wikis, may be erroneously marked as unqualified. The Library Card Platform only checks for home wiki activity.

This needs updating now that we've moved to global IDs (T161889) and are calculating edit count across all wikis.
