On user's profiles (or applications) their user rights are listed. The rights shown, however, aren't the access levels (https://en.wikipedia.org/wiki/Wikipedia:User_access_levels), but each individual permission held by the user. This includes mundane information like read, edit, and createpage, and includes every facet of user rights like Administrator or CheckUser.
The field is largely redundant to the 'Wikipedia groups' field, and the majority of coordinators won't even know what half the individual permissions mean (I don't! What's vipsscaler-test?!) As such, it can be safely removed.
