Remove 'Wikipedia user rights' information field

Description

On user's profiles (or applications) their user rights are listed. The rights shown, however, aren't the access levels (https://en.wikipedia.org/wiki/Wikipedia:User_access_levels), but each individual permission held by the user. This includes mundane information like read, edit, and createpage, and includes every facet of user rights like Administrator or CheckUser.

The field is largely redundant to the 'Wikipedia groups' field, and the majority of coordinators won't even know what half the individual permissions mean (I don't! What's vipsscaler-test?!) As such, it can be safely removed.

Oh I've just noticed that right above this is "Wikipedia groups" which shows that information. Re-titling to remove user rights information as extraneous and unnecessary.
