The new Takedown Tools need to support file uploads.
- DMCA should allow for file (preferably multi-file) uploads.
- Child Protection should not upload the file(s), but should read the exif data (preferably client-side) and store/send that data.

@Jalexander Do you know if the files should be sent to NCME and we just aren't right now? Or is all they want the EXIF data?
