RCFilters shows 'no filters' message even when filters are shown in the menu

Description

To reproduce, switch views from regular filters to namespaces, go all the way to the bottom of the list -- the "no filters" message is visible (but shouldn't be!)

The 'no filters' message seems to be always visible, but is just more noticeable when there actually are no filters.
