I'm sorry that the problem seems not being resolved. The situation reappear while a user having another flag like IPBE, patrol, rollback, etc. Would you mind to have a test again to verify the condition?

This was just tested with my another account - User:Zenzero. You may take a look to the user right log of this account. Thank you.

Not needed. It seeems to be T171345. As it isn't a configuration problem but MW internal problem, this task is resolved and T171345 waiting for resolving.
