[operations/mediawiki-config@master] Allow flooders to remove themselves from the flood group on zhwiki

https://gerrit.wikimedia.org/r/367025

A user with IPBE, flood and patrol flags reported that he got the error message of "The expiry time for group "IPBE" is invalid." (MediaWiki:Userrights-invalid-expiry) after attempting to remove the flood flag himself.

@Wong128hk Can you tell us the username? This allows us to look at the details. I don't think that it is caused from this patch, but we'd need to look at it.

The username is zh:User:Tigerzeng.

It really doesn't look like relevant to the patch. See https://zh.wikipedia.org/wiki/Special:%E7%94%A8%E6%88%B7%E6%9D%83%E9%99%90/Martin_Urbanec (successfully granted, edited and self-removed).

I'm sorry that the problem seems not being resolved. The situation reappear while a user having another flag like IPBE, patrol, rollback, etc. Would you mind to have a test again to verify the condition?

This was just tested with my another account - User:Zenzero. You may take a look to the user right log of this account. Thank you.

That looks very similar to T171345 ?

Not needed. It seeems to be T171345. As it isn't a configuration problem but MW internal problem, this task is resolved and T171345 waiting for resolving.
