Header should probably not even be fixed when at top of page, and only become fixed upon scrolling down. Header should not have such set height. Stuff overflowing out shuould have more ways to overflow (ECHO).

There's a (probably) core issue existing right now which causes this to break some pages (T173411), notably https://test2.wikipedia.org/wiki/Special:Upload.
The problem here is a lot of things can cause stuff like that, and they
all break the header horribly. Ergh. What WOULD be good handling of
that, though?
Should not be an issue if used correctly/actual specific issues with this should be filed and resolved as they come up.
