Broken links between English and Chinese indexes on Wiktionaries maybe because of unicode normalization.
Looking at the opening message of the linked to discussion, https://zh.wiktionary.org/wiki/%E9%99%84%E5%BD%95:%E9%83%A8%E9%A6%96%E7%B4%A2%E5%BC%95/%E2%BE%94 is not in the main napespace nad thus Cognate does not run there.
The link is created by the wikitext in the article (the old fashioned way)
So not an issue with Cognate!
