Description

As discussed with @Smalyshev at Wikimania 2017 and requested by @Tarrow , the primary sources tool should support the creation of new items.

The minimum requirements for a new item should be:

A site link would be also good.

Hjfocs edited projects, added Epic; removed Story.

Out of scope for now.
Unfortunately, there was not enough time for the StrepHit renewal to handle this.
Left open for future work.
