The schemas for manually scoring a wiki artifact should be editable and readable. Display strings must be localizable. I'd like to make help text mandatory for each control. I think we're okay with supporting slight variations on schemas, to do things like A/B test for Wiki Labels clarity and usability.

Our working theory is that scales should be binary rather than giving lots of options such as integers 1-10. This makes user decision-making and analytical calibration easier.

@AndyRussG implemented a generalized schema for CentralNotice campaign features, we should look to that for inspiration.
