Work with WMF Finance to create an invoicing and payment process for Wikimedia Hackathon 2018

Description

After a rocky 2017 we have identified that the invoicing process for this event needs some work.
I will work with WMF finance and Amical to create a process that works well for everyone based on feedback from WMF finance, WMAT and our lessons learned.
