Report Error/Bug should link to workboard

Description

If you are lot logged into Phabricator (or you don't have an account) clicking on a report bug/error link gives you a login page. It would be better to link to the workboard so users can see if there issue has already been reported (in which case they don't need to create an account, or login, and write the issue).

Plus, if you are logged in, there is an extra step for you to do, no to mention that if you are new to phabricator, create task is not easy to find.

Well I thought so too, but after reading what an outsider wrote about it (when someone did the same kind of link) I have to agree that it's not a good UX

I mean the real fix would be for Phabricator to have a big "Create Issue" button from the workboard page, which is what they do on GitHub.

I created T189876: "Create Task" menu should be present on Workboard to add the link, but that should probably be done upstream (I don't have access to create tasks on the upstreams board).

@dmaza I added a link to "Create Task" on the sidebar of InteractionTimeline

That makes it better but I still like going straight to the form tbh. Regardless, low priority and importance, so whatever works. I don't have a strong preference, I'm just stating my opinion

I guess I'm just not a fan of the immediate login prompt, when you may not need to create an account at all.
