Description

Why are we doing this?

Currently the number of articles in a reading list has two different case treatments. We'd like to make this more consistent. Additionally, there is no presentation of article number when a reading list is empty, which can be confusing for users.

Add a label of 0 ARTICLES above reading lists that are empty
Update the case treatment of all article number labels to be uppercase
