[Bug] jumpy loading for templates with show/hide functionality

Description

Problem

When loading pages that have templates with show/hide functionality for additional content, the templates start out open, then close, which results in a poor loading experience.

Expected

The templates would be loaded in their collapsed state, and only expand when the user presses the "show" button

Actual

The templates are loaded in their expanded state, then close automatically after the page has loaded

I cant see the gifs but i imagine this a duplicate of the stalled T111565 (minerva) which is stalled on T42812 (vector)

If so can the details of this ticket be merged into one of those as they have a lot of background ?
