Make it possible to edit the lead (section 0) when Javascript is disabled (mobile view)

Description

Right now, the edit button for the introduction to an article requires Javascript. The others (thank you, Reading team!) were re-worked to have a non-Javascript fallback a year or so ago. The lead section wasn't done at that time because it's more complicated. It would be nice to have a non-Javascript fallback for the lead, too.

I think I am able to edit lead section on mobile mediawiki site without js enabled using the js-less editor, because I have just tried that on English Wikipedia and it seems like it is working?

@Whatamidoing-WMF can you confirm if this is still an issue? When I tap the edit icon in the article toolbar without js enabled I am taken to the basic editor, and am able to edit the lead section:

I can indeed edit the lead section at enwiki, on the mobile site, with JavaScript disabled.
