The Commons bot should use credentials from replica.my.cnf

Description

The current implementation uses per-connection credentials in config.json, but that's too much repetition and not needed in practice. Using Toolforge's standard MySQL auth configuration will also allow have one configuration for production and one for development without a need to write a custom configuration every time.
