Drop "-beta" part of the Wikibase ontology namespace

Description

Now that the Wikibase ontology is stable we should drop the "-beta" component inside of the URIs. The vocabulary prefix should be "http://wikiba.se/ontology#" instead of "http://wikiba.se/ontology-beta#"

It is a breaking change because it breaks the structures of the RDF output of Wikibase.
