Enough time has passed that the 2017 projects can all be locked down. We should send a list to Opad detailing which projects to hide from the time registering view.

There may be a few 2017 projects still ongoing. Ensure these are excluded.
There may be a few 2018 projects which should not allow time registering (but are open for other types of accounting). Ensure these are included.
