Metadata: pass custom tag to commons categories, by list or by files

Allow users to add custom categories to their records. This can be done in two ways:

  • Add a field for the user to type custom category (for example, to add a user category)
  • Allow word list generators to add custom categories (for example, if a list is related to fruits, add all the records to a fruit-related category on commons)

Sure you can work on this, your help is really appreciated :).
There is only one blocker, it is not easy yet to setup a development environment for Lingua Libre, but I'm currently on it, and it should be ready before Saturday. I don't know if you're aware of it, there is a LinguaLibre hackathon organised this week-end at Wikimedia France's office. If you want you can join us!

@Yug if this request is still valid. I can continue working on this, if yes.

@Mh-3110 The request is still free to take and I believe it remains an interesting feature to add. Once you get something working, just submit a PR to the RecordWizard repo on GitHub, and I'll have a look at it.
