Thousand and Million text translation

Description

Currently a "Thousand" and "Million" text appears below the article views and editions and doesn't seem possible to translate it from Translatewiki.

@Theklan thanks! I'm not sure why these are not showing up as translatable message on Translatewiki. The English versions are there, eg, https://translatewiki.net/wiki/Wikimedia:Wikiedudashboard-number.human.decimal_units.units.thousand/en

I will ask translatewiki folks about this.

@Nikerabbit can you enlighten us? Wiki Education Dashboard locales have a set of number translations in the en.yml file, but they don't show up for translation.

They have been marked as ignored since the beginning: https://github.com/wikimedia/translatewiki/blob/master/groups/Wikimedia/WikiEduDashboard.yaml#L36

I don't know how the section looked back then, but at least the empty unit message is weird. It's not possible to save new empty translations via the interface.

@Nikerabbit thanks much! I just opened a PR to limit the scope of the ignored messages to just that empty unit message.

Oops! The github repo is just a mirror which I used for linking for convenience. Changes are made in Wikimedia Gerrit.
