[Bug] missing line divider in article header

Description

Steps to Reproduce

  1. log in to English wikipedia
  2. go to Settings > Editing > switch your "Editing mode" to "Remember my last editor" > save
  3. go to https://en.wikipedia.org/wiki/Joan_Didion
  4. switch to Visual Editor
  5. go to the Wikipedia homepage
  6. go back to https://en.wikipedia.org/wiki/Joan_Didion
  7. observe that there is no blue line divider between "Edit" and "View history" in the article header

(moments ago this bug was also appearing when I was logged out / using an incognito browser window, however currently I am only seeing it when I'm logged in)

Expected Results

  • there is always a blue line divider between "Edit" and "View history"

Actual Results

  • the line divider is missing

Environments Observed

    • MacBook Pro, Chrome Version 69.0.3497.100, Vector, Logged in
  • (as far as I can tell this isn't happening in Safari)

QA Steps

I believe VisualEditor is making this change. We don't touch the edit toolbar in Vector.

It's a Chrome rendering bug. We have a duplicate somewhere.

(It depends on the width of the tabs, which depends on their text, so it happens when the tab says "Edit" but not when it is "Edit source". The issue also doesn't occur in other languages for the same reason, although instead the border may be missing between some different tabs.)
