Allow searching by a qualifier only

Description

A user may want to search by qualifier only - e.g. find me all images with any depicts tag and the qualifier 'wears=uniform', or all images depicting anything with the inscription 'The Rolling Stones'

AFAICS this would mean we'd need to do full-text rather than exact match queries in elasticsearch against statement_keywords

@CBogen can we close this? There doesn't appear to be any community demand for it, and we're not planning to do it anytime soon
