on [[Special:NewPages]]. they have class="not-patrolled", but it seems that there aren't any style rules for them.

The definitions for "not-patrolled" are in the main.css of the monobook skin. They should probably be moved to the common skin, so vector will automatically have them as well.

DO NOT change url to page on zhwiki. because i have temporarily added a css rule to [[zh:MediaWiki:Vector.css]].
