Thanks for picking this up, Ed. It has been on my mind for a long time. My issue for hesitation was, that we're visually emphasizing the help link with the 'helpNotice' icon.
Is there any overview when and how often it's used? It looks like a subset of special pages.

I don't think there's a complete list anywhere. It has been added on various special pages and actions that have nice documentation on MediaWiki.org or on Meta-Wiki. For example, recent changes or history.

The proposed icon certainly looks better than the previous one on Special:RecentChanges; the design is consistent with the icons in the new filters form.
