Follow-up from a discussion.

All services share common code that is available at the https://github.com/wikimedia/service-template-node/tree/master/lib service-node-template libs, it would be nice to have a common npm library to share this code across services. That would reduce maintenance burden when the service-node-template goes through changes in the common libs.
