Bring the ppp-sparql tool back to life

Description

The PPP Wikidata SPARQL tool used to be available at https://tools.wmflabs.org/ppp-sparql/, but the website is down at the moment.

There's a GitHub repository available, so it should be possible to revive the tool even if the authors have abandoned it.

There was an attempt to revive the tool by:

  1. cloning the repository and uploading it to a temporary web-accessible location (currently https://tools.wmflabs.org/primerpedia/PPP-Wikidata-SPARQL/www/)
  2. running composer install in that directory.

Unfortunately, that wasn't sufficient to get the tool to work. The problems were detailed in a bug report, issue #4.

Additionally, a README was proposed in PR #3. It is currently undergoing review.

For the record (following a recent email prompt by @Aklapper), I'm still willing to complete the revival of the tool, but I am currently blocked on the bug report mentioned above (issue #4). I'd need the assistance of @Tpt, @ProgVal, or someone else who knows how to get the tool up and running.
